I recently changed from a GTX 970 to a GTX 1070 Ti, but my GTA V still won't load—it just stutters heavily. I've reinstalled it, deleted the config file, and that didn't help. I also removed the old drivers using DDU and installed new ones, but the issue persists.

You might need to run a DDU "Display Driver Uninstaller" in safe mode, select clean and restart, then install the newest nVidia WHQL drivers in normal mode. Please let us know how it goes. You can't just swap cards that way—it confuses your OS and drivers. This should resolve the issue.

I adjusted the monitor to 60Hz and turned off Vsync but it didn't resolve the issue.

Safe mode isn't functioning either, Dafuq is handling this issue with the game.

Verify the location of your monitor cable connection. It seems you may have connected the display cable to the motherboard instead of the new graphics card after installing it, resulting in integrated graphics from your i7 2600k being used.
