My setup malfunctions at high speeds, automatically lowering to a flat 30FPS. Here are my details: Intel Core i7 7700, 8GB DDR4 2133Mhz, Palit GTX 1070 8GB DDR5, SUPERJETSTREAM 1080p 60Hz. Kindly share your suggestions.

Implies VSync mechanism. If the graphics card struggles to maintain 60 frames per second, it automatically reduces performance to 30 FPS.

I own a GTX 1070 with a 6700k and it runs smoothly at 1440p around 60-70fps on high settings. As discussed earlier, this suggests VSYNC is active—try turning it off. Experiment with different game settings; many frames can be saved by adjusting them. EDIT: Upgrading your RAM would be a great next step.
