I first played GTA a few weeks ago and it ran smoothly at about 130-140 FPS with high settings, but now it's fluctuating between 40-140 FPS and stutters even when I lower the settings. This is unusual. Please help, I'm not sure what to do. My system specs are: CPU Ryzen 5 5600, GPU GTX 1660 OC, 16 GB DDR4 RAM. When I exit the game for a while it plays around 100-140 FPS.
Turn off internet connection

Uninstall all processors via Device Manager (ensure it shows 12, and when prompted for restart, select no).

Restart the PC to BIOS and update to the newest BIOS version. After updating, return to BIOS and select default or optimized settings.
Power on the PC and install the latest AMD Chipset driver.
Reboot and connect to the internet.
Install the most recent NVIDIA driver.
Perform all actions offline until the reboot after installing the chipset driver, and consider rebooting to BIOS afterward to apply XMP settings and ensure RAM is placed in slots 2 and 4 if using dual sticks.
Download the required files before proceeding, following the steps in order.
Check for any available Windows updates and install them (excluding the chipset update).
Enable Hardware Accelerated Graphics Scheduling in graphics settings (available in the latest Windows 10 update) and restart accordingly.

I run a 2060 super and 3800x but still struggle to maintain stable 100+ fps on all max/high settings, so it’s unclear how you managed to achieve that. In reality, the game engine isn’t built to exceed 60fps, which is why higher frame rates often lead to more issues in menus and other areas.
Grass on max significantly impacts performance. Menu and map loading slow down when vsync isn't enabled, especially with a high frame rate.
Consider adjusting your refresh rate to 60 Hz for optimal performance.
