My i5 9600k with an MSI GeForce RTX 2060 Ventus 6G OC and 16gb of DDR4 RAM 3200Mhz system benchmarked with GTAV consistently delivers FPS below 60. Disabling V-sync results in screen tearing and decreased FPS. I've utilized the latest drivers for my graphics card, CPU, and motherboard, including updating the BIOS. I’ve lowered in-game settings without success and tested FPS limiters via Steam and the Nvidia Control Panel, both set to off. My monitor is a 60Hz LG display. Despite knowing my system's capacity to achieve significantly higher FPS, I’m struggling to understand why it remains capped at 60. Assistance in diagnosing this issue would be greatly appreciated.

Despite these actions, the issue persists. My monitor lacks a V-sync option and I attempted overclocking my 60Hz LG display to 74Hz, without observing any improvement in frame rates. My CPU usage remains at 4% during idle operation. It’s possible my monitor is restricting performance, as I frequently experience frame rates below 60 FPS while navigating urban environments within the game. I am struggling to determine a specific factor hindering my in-game FPS, and Grand Theft Auto V is installed on an SSD.

The monitor’s display rate is limited to its intended capacity. Running at 50 frames per second results in a 50 frames per second display, and attempting to run at 100 frames per second will output 60 frames per second. There must be an underlying issue. What are the maximum CPU and GPU temperatures while playing? What is the CPU usage, broken down by individual core/thread, rather than a total figure? What is the RAM usage? What is the GPU usage?
