It looks like we should hold off and check if R* releases an update to resolve this issue.

Adjust MSAA to level 2 only, not higher. This worked for my friend who had a similar issue with 970 of that setting.

I used SLI 980s and played a short session in the intro and first job. My Shadowplay showed FPS values between 55 and 80, which I observed. This was when all settings were at maximum.

It doesn’t work at 60 FPS unless you tweak things. Mixing Ultra, Very High, and Highs together can bring you to 60 FPS on a modified 970.

You're using an i5 4570 with 8GB RAM and an Asus GTX 680OC at 1205MHz on a Core 6500MHz platform. Everything runs at high settings, with v-high and v-sync enabled, though it's still struggling with tearing. Fraps is delivering around 60fps consistently. Performance remains stable regardless of location, and it looks better than on your Xbox One.

Consider using FXAA instead of MSAA. It might resolve the issue.

I usually run at around 55-70 fps with a 780 and an i5-3570k, using a combination of high/high settings and MSAA 2x. Sometimes I notice stutters especially in crowded city areas. It could be a CPU issue because I hit near 95% usage during games and even closing background apps like Chrome helped reduce the problems.

Ensure v-sync is disabled, then restart it each game session. This resolves the inconsistent frame drops.
