I'm playing GTA and seeing a stable 60 FPS with the FPS counter showing 60 from NVIDIA GeForce, yet I'm experiencing occasional frame drops. I have a GTX 970 and it's only using around 2.5 GB of VRAM. P.S. It just came out recently.

This might be the cause. It's especially noticeable while driving at high speeds. The issue seems persistent across nearly all ports and versions of the game.
