I suspect the issue might be linked to your CPU performance. Even with high RAM usage and top-tier drivers, frame drops can occur if processing demands exceed your hardware capabilities.

45fps in the city works well. An A8 5600k handles it smoothly at normal settings.

It may be an issue with nvidia or the 970. I know 2 people that have the exact same issues with 970's. No fix for them as of yet.

You're wondering if your CPU is the issue, though you haven't noticed that much RAM being used in the game. An AMD CPU might be the main problem if you want smooth performance at 60 FPS in Ultra 1080p without any stutters above 50 FPS.

Combination of CPU and game is highly regarded, though it demands significant power to maintain smooth 60fps, particularly in urban environments. Adjusting settings might be worthwhile. The AMD CPUs have shown decent performance so far, but you may want to explore overclocking the 6300 model.

With a 970 and max settings, 2xmsaa and txaa keeping you above 60%, your performance is solid. Despite having an i5 4690k OC to 4.2, the game runs smoothly on a powerful card. Stronger cores usually handle games better than many cores.

It's definitely the CPU, many people complain about low FPS with AMD chips. That's why I invest more in a solid CPU before getting the GPU, or else you'll wish you had chosen wisely.
