All other games function properly with similar frame rates as I observe on YouTube. Only GTA appears to be problematic. It seems the issue lies with the game itself, not my hardware?

Could it be that there are mods available? It might help to check the game data. (GTA also offers significantly more settings than most games without any pre-set options, so I would suggest turning off all Advanced Graphics settings, as 'max settings' often doesn't apply in this case.)

Do you only manage around 60 frames per second during gameplay, whether online or in story mode?
Are the YouTube videos you view being streamed online or in story mode?
Are you participating in complete online lobbies?
Are the YouTube videos being played in full online lobbies or in story mode?
How many Hz does your monitor display?
What is the rate of your RAM? DDR4-????

If you're just starting with GTA 5, fps drops significantly within the city. Fps drops even more when there are many players in your lobby. Fps takes an even bigger hit as more people join. It's the game, not your computer specs. That's why other games don't have this effect. I often share an example to illustrate this point. In this clip, I'm using a 6th generation i5 with a 1070. Picture the fps inside the city and in the next one, imagine a full lobby with everyone shooting RPGs.
I also ran a test a few months back while driving a car in a 23-person online lobby versus Story mode. Both videos show me in the same locations. I would have achieved over 105 fps in story mode if I hadn't limited myself to 105. I stick to 105 because it helps keep my hardware from overheating during long sessions, and 105 is roughly the average fps I get in story mode.

Out of curiosity, why do you ask? It's not about Ultra everything. Here are my settings, fully refined after years of study and adjustments...

Sorry, I missed Motion Blur Strength, In-Game Depth Of Field Effects, Anisotropic Filtering, Ambient Occlusion and Tessellation before. The screenshot I sent was incorrect and got removed, but it’s now fixed. Your game also has a newer CPU with the Ryzen 5 3600 and faster RAM than mine. You should use my settings and record the same video; I think your FPS will skyrocket and the game will look nearly identical.
