Google indicates that VB runtimes must be set up. You should launch the game first, then start the control center. I can't try it since I don’t have GTASA on my work PC. The control center also doesn’t appear; it shows up in Task Manager but vanishes instantly. Likely you need to install and open the game before accessing the control center.
