I have been playing Grand Theft Auto recently in story mode, achieving an average frame rate of 90 to 120 FPS on medium-high settings, with GPU usage ranging from 40% to 50% and CPU usage from 40% to 70%. In solo online sessions, I maintain a frame rate between 40 and 80 FPS with GPU usage typically between 20% and 40%, alongside CPU usage ranging from 40% to 50%. During public full sessions, my average frame rate is consistently between 30 and 60 FPS, even when utilizing the lowest settings. Conversely, in Forza Horizon 4, I achieve an average of 120 FPS at high settings with 99% GPU usage. Temperatures are consistently within a range of 20 to 45 degrees Celsius for the CPU, and 30 to 60 degrees Celsius for the GPU (no water cooling). My system utilizes a Windows power plan set to Ultimate Performance, and all drivers are up-to-date. My hardware specifications include an Intel Core i7-4820K (3.7GHz non-overclocked), an NVIDIA GeForce GTX 970 OC STRIX, 16GB of G.Skill Quad Channel DDR3 1600MHz RAM, a Samsung 850 Evo 256GB SSD, and a 7.2K RPM HDD.

A problem could be with your internet connection, possibly due to limited bandwidth or high latency. Is the game installed on a solid-state drive or a traditional hard disk drive?

It appears beneficial. Experiment with higher graphics settings to observe how CPU/GPU usage changes if you desire increased utilization.

I apologize for the delayed response, and to clarify, my internet connection is stable with good speeds. Despite this, the game experiences low frame rates during solo online sessions. This issue persists even when installed on an SSD, not a network problem. Thank you for your assistance.

Testing revealed that subsequent performance issues stem from frame rates. Testing on Windows 7 resulted in approximately 10-20 frames per second lower than on Windows 10, specifically during story mode and with online gameplay yielding a maximum of 5-10 frames per second.

Run 3DMark Basic Edition, click on Compare Result Online after that and post the address from your upcoming browser. Disable XMP profile if enabled in the BIOS of the motherboard. What BIOS version is currently on the motherboard?
