Your Ryzen 7 5700G and RX 6600 XT setup isn't performing well in GTA Online, even at low graphics. You're doing the right thing by lowering all settings, but here are a few tips that might help: try updating drivers, adjusting texture compression, reducing shadows, and checking for background processes. If the issue persists, consider using a more powerful GPU or switching to a different game with better optimization.

Are you running the 6600 XT instead of an iGPU? Verify with AMD’s overlay (ctrl shift o) or Afterburner to check GPU utilization. This is typical for that CPU during online play, particularly in full sessions. My CPU maintains comparable FPS online (yes, I’m a CPU bottleneck), and the 10400F behaves similarly to a 5700G for gaming. You might consider upgrading the CPU or adding more RAM if needed.

The GPU activity is minimal during gameplay yet CPU utilization remains low, suggesting I’m not heavily relying on my CPU at this time.

Based on my observations, GTA Online often struggles to maintain 60fps even with powerful systems, mainly due to online limitations. You can quickly check if the issue lies there by testing single-player mode.

It appears the performance is likely limited by a CPU bottleneck. For instance, a 12% utilization might already be insufficient with an 8-core processor when a game only requires one core.
