80 fps lower is not normal. a 20-30 is because much more is going on and more of the map needs to be rendered
what are your specs?
getting much lower fps like that sounds to me like being cpu bound.
also check usage in online of cpu and gpu, also ram compared to story mode.

Lower frame rates like that likely indicate a CPU bottleneck. Also, verify CPU and GPU usage along with RAM against the Story Mode benchmarks.
