Others are experiencing the same problem. Each time I launch GTA V, I have to set up my screen as though it's the initial start. This prevents direct access to GTA online, forcing me into story mode first and then switching online afterward. Every time I follow this, I must agree to the EULA and then transfer my character once it recognizes an existing one. While I can still play, each session takes 5-10 minutes to reach GTA online.

It begins in safe mode. If this occurs, remove the setting and restart the game, as it happens when the game didn’t close properly. The EULA sign is unclear—could you clarify what you mean?

Possible issues include incorrect file saving in your documents (settings and game saves) and/or the game not closing properly. I've experienced similar problems before, which often stemmed from read-only settings files.

Are you in safe mode? It seems everything appears fine to you. The EULA refers to the end user agreement you accept when you first launch GTA Online. For me, it appears to happen automatically every time.

I never came across any EULA details when I first played GTA Online, so I don’t know what you’re referring to. Could you share a screenshot or video?

Reviewed the configuration files, and none appear to be restricted. The game seems to reset settings properly each time I launch it, even though it doesn’t seem to have any read-only restrictions.
