It's clear GTA IV often runs poorly, but the fixes aren't well recorded. I reached out for advice, hoping someone with experience could share their methods. I've applied most available solutions, achieving a playable experience, though stuttering remains. By monitoring hardware usage via MSI OSD, I observed frame times rising from normal 12ms to around 300ms, with GPU usage near 80% and CPU between 40-60%. RAM stays around 5GB. The only noticeable improvement came when running the game outside Steam, reducing frequency and severity somewhat. Any suggestions or insights would be greatly appreciated.

It seems like the game isn't working quite right. After moving it to my SSD and running it without Steam, the stuttering is much easier to handle. Still frustrating, but I've managed to complete half of it so far. There are many visual issues everywhere, and some cutscenes look off. Overall, I'm feeling quite let down.

It's frustrating, but Rockstar Toronto is to blame for moving an engine that wasn't fully prepared for PC. Positively, it's much less demanding for file encryption compared to GTA V, making modding a bit smoother.
