GTA 5 runs poorly with low GPU usage across all settings.
On GTA Online and FiveM, none of my three PCs (i7 5960X with 32GB RAM, 3000MHz, RTX 3070, SSD) or the other PC (Ryzen 5 1600 with 16GB RAM, 2400MHz, GTX 970 on SSD) reach more than 60 FPS consistently. GPU usage stays very low, around 10%-30%, even when all settings are normal. CPU usage matches GPU in Task Manager but the game still doesn’t run. Windows is fully updated, GPU drivers work, and no one knows how to fix this issue.
You might need to perform a new installation of the drivers via DDU (display driver uninstall) and a fresh setup of the game files. Additionally, consider removing all temporary files and cache to improve performance slightly.
Consider disabling vertical synchronization. I use a Ryzen 3 3200G with graphics running at high settings and 60 fps, using the built-in GPU. If I leave Vsync enabled, it becomes unplayable.
You might need to adjust the settings significantly, as lowering them too much causes the CPU to handle it quickly while the GPU struggles. It seems counterintuitive, but with my rx590 and r7 1700x, I faced similar problems. I began at a low setting because that was the only option, resulting in very low FPS. Raising it to medium-high improved performance.
The experience is in single-player mode, with all settings at their maximum. Even when distance scaling is turned up, I reach a FPS cap of 187, which causes significant stuttering. This appears to be a game engine issue that occurred a few years ago with my Titan X and 4770K; whenever it hits the frame limit, it stutters. The only solution seems to be lowering the FPS to 155 on my RTX 3070 i7 5960X. My PC still uses about 30%-40% of the CPU and 34%-40% of the GPU, though it's lower than usual. However, when I set the frame rate to avoid stuttering again, the game doesn't exceed 187 FPS, so GPU usage stays below 100%. In multiplayer, I can't achieve the same performance even in lobbies with no players. I usually sit between 75-90 FPS, with occasional drops up to 45 FPS while moving around. The game doesn’t utilize extra resources as expected, which is why my friends with lower-end systems (like RTX 2060 or Ryzen 1600) still maintain around 130 FPS in the same lobbies. This inconsistency has been very frustrating, especially after reinstalling Windows multiple times across different PC versions and installations.
no, I didn't expect it to work either. single-player does use it, but multiplayer doesn't
