If it's accurate, I only slightly exceed the suggested CPU specs... I have an 8320 @4.4GHz instead of the recommended 4GHz.

Looks sensible given the scale of the world and the expectation that PC should offer better AI than consoles. Still, I’m not concerned about the specifications since I can handle whatever the system can run.

It doesn't make sense for the 360 to play games flawlessly while its hardware is far behind Xbox One's capabilities. The claim about a 4.0 GHz clock speed seems unrealistic, especially since the new devils canyon reaches that speed. It's unlikely an i5 or i7 beyond the 4790K would run smoothly at normal settings. The source you shared offers a more plausible interpretation of the game's demands.

Speed measurements don't matter much when evaluating vastly different processors, as the 360 only sustains around 30 frames per second even with maximum performance.

GTAV's city is significantly bigger with more events happening for NPCs and traffic. Watchdogs offers a very basic world that feels alive but isn't, and it was not well optimized for CPU performance. Probably the high-end specs won't require full settings, and I think any recent intel suggests a Quad-core processor could handle the game at higher levels.

It seems reasonable to use an SSD for the game because it’s going to be very large. Xbox struggled to keep up with faster vehicles in the game.
