Adaptive is in Nvidia Cp under Vsync.
I had this stutter in Gta5 as well. What worked for me is set Vsync in Nvidia Cp to let application take control and in Gta5 set to half.

After testing a lot of things, I finally found a fix for this.
Try to limit the framerate.
I'm using RivaTuner to do the job.
In my case, I'm limiting to 60 fps.
I hope it works for you too.
