When I'm around lots of grass and trees I see 45 fps, but in the city it's 80. The setup includes a 1070 ti, i7 9700k, 16gb ram, 970 evo pro, and an old 500w corsair psu.

Everything is fine. Reduce the grass quality to normal or high levels; avoid setting it above that.

You're saying you've been unaware of this for six years? In GTA V, it's typical for FPS performance to be poor in the city and strong outside, particularly in crowded lobbies online.

Hardware isn't the main issue. You can still improve performance even on the lowest settings by adjusting the options to boost frames per second without sacrificing image quality. Luckily, I've already handled this for you... This won't completely eliminate the frame drops, but it should provide a significantly better and more consistent rate. Proof...
