What else can you tell me about your system? I think most modding graphics cards will face challenges with GTA V eventually.

What V-Sync configuration are you applying? It seems I experience stutter unless it's disabled.

The most recent patch introduced several issues in GTA, causing many players to notice stuttering. If this isn’t your problem, consider reducing settings until you achieve at least 60 frames per second, then fix it by setting a consistent 60 fps using CCC or in-game options.
