I've set it up on Windows 10... I don't recall any major problems, just a slight memory of it working.

It should function properly on W10. But for a Steam version, you'll need to modify certain lines to ensure compatibility.

Windows 10 and GTA:SA are both installed on Steam, so GTA IV should function as well.
