Fair luck with that build! The link you shared looks promising. With a solid chip like the one mentioned, good components, and a bit of luck, you should be able to reach over 4400Mhz. I have limited experience myself, but I’m interested in getting a 10900K at 5.2GHz with 16GB at 4500Mhz or higher for regular use. A Maximus Apex XII Z490 from Asus seems like a solid pick for better memory overclocking. I also saw someone using a 4600Mhz CL19 with a 10900K chip.
Yea my 8700K isn't exactly the best. The memory kit is Grade B which is pretty decent. My board is plenty favorful, but not an Apex..... 5.2ghz on 14nm is pretty normal clocks with decent cooling for the last few generations now, so your expectations are in the ballpark at least.
