Have you considered copying data from that device over the network? Sometimes iperf3 produces slower results compared to actual usage. You might also attempt UDP mode by appending "-u -b 10G" to the client command, though I notice even my setup reaches about 4.5Gbit over UDP for certain traffic despite achieving 9.4Gbit via TCP.

It turns out the Switch was malfunctioning. We already had a backup unit, and now everything is functioning properly!
