It seems the CPU is causing performance problems. The game struggles with CPU bottlenecks, especially in places like the geothermal valley. I notice occasional frame drops on that area when using 2 1080p at 3770k with a 4.8GHz processor.

It seems like your CPU might be the main limiting factor. With an I5 4670K and a 780 Ti, you should be able to play the game nonstop at high settings without noticeable lag.

Need improved processors instead. By processors, I mean your CPU which is terrible.

It's not just about the percentage usage. Eight cores aren't ideal for gaming. Try downloading CPU Control and set TR to utilize only four cores. Could make a difference.

Windows actually sees my processor as a 4 core with hyper threading because of the bulldozer architecture. I got CPU control and it thinks that I don't even have a CPU in my computer. I looked up force TR and I just got a whole bunch of star wars things in Google.
