your pc will power on without a graphics card because it doesn't require one, but it won't start when a card is present since the system needs to detect and initialize it.

Welcome to the forums and a joyful New Year to all newcomers! Please note the make and model of your PSU and its age. Also, do you know the BIOS version on your motherboard? If the GPU was bought used, did you check that it was functioning properly before buying it?

My PSU is an ARESGAME AGV500, 500W 80+ and I’m unsure how to check the BIOS version on my motherboard, especially since the HDMI connection doesn’t show anything. (I’m just starting out)

It seems there might be an issue with the connection. Something is likely causing a short or improper setup. Did you connect the PCIE power 8pin to the graphics card? You can share a photo of your system without the side panel if needed (upload to imgur.com and post the link). Also, check how you're connecting the monitor cable—video outputs on the motherboard won't work since the i3-10100F doesn't have an integrated GPU.
