Others are constrained by CPU core speed, such as strategy, Sims, and MMO games.
Multiplayer usually benefits from more threads.
Try this simple test: Run your games with reduced resolution and less graphical detail.
This can put extra load on the graphics card.
An increase in FPS suggests your CPU is powerful enough to support better graphics settings.
If your FPS remains unchanged, it likely means your CPU is the limiting factor.
Seasonic is a solid PSU choice, but it might restrict your ability to use a high-end graphics card.

Only a few? Do you know how to recognize them? Or is it just checking the manufacturer's recommendations for each card? Would that also allow non-OC cards to be used?

The specifications given by the manufacturer for each graphics card model should be followed. Typically, an RTX 5060 requires a power supply of at least 550W. Some RX 9060 XT models need a minimum of 450W for the power supply.

The RTX 5060 meets a minimum power requirement of 300 watts, or approximately 400 watts for safety. This results in only about a 20-watt increase in TDP compared to your GTX 1660 Super, which shouldn’t pose a problem with your 450-watt PSU.

With realistic expectations, you can expect performance improvements of roughly 100 to 125% over the GTX 1660 Super, even when running on a PCIe 3.0 limited system like yours. The RX 9060 Xt will still outperform in overall PCIe 3.0 performance, though its upscaling capabilities are not as strong or its farm ore support is less than DLSS for image quality.

FSR4 on the RX 9060 XT performs well and matches DLSS 4.0 in quality, although it’s rarely used in new titles. However, DLSS 4.0 supports a broader game library and offers better image quality compared to FSR 2 and 3, as well as Intel XeSS 1.0 and 2.0. You can also upgrade to newer DLSS versions via the Nvidia app, third-party software, or manual updates.

If the RX 9060 XT was more affordable, I’d suggest it, but the RTX 5060 offers better long-term value due to its features and software support.

If your budget allows increasing to around 400 watts, you could consider a 5060 TI 16GB or an 9060 XT 16GB.
