For a smooth experience playing FS at 1080p without needing excessive power, a mid-range to mid-high AMD processor should suffice. A graphics card that meets these needs will also be sufficient.

What is your friend's budget and what model of PSU does he currently own? Understanding the details of the remaining components would also be helpful.

This is to be a new build and there's no fixed budget. It is to be primarily a video editing rig, not a gaming machine. Not a real high-end editing system though. No Threadripper, no 5090 or anything like that. Just a good mid-range setup. It's not like the guy's going to run a rendering farm with multiple GPUs and terabytes of RAM.
I'm OK with the CPU, PSU, motherboard, RAM, storage, cooling, monitor, etc.

You should aim for cards beyond standard class options, such as an RTX 4070, which offers better rendering capabilities and sufficient VRAM. For an AMD CPU: Opt for 7700X or above (7000-series) or 9700X or above (9000-series)
Recommended RAM: At least 32GB (two 16GB modules)
Graphics: AMD Radeon RX 7800 XT or newer. Nvidia RTX 4070 or newer. Avoid the 5000 series until pricing stabilizes.
