We're uncertain about this. It seems game-breaking mods probably won't be permitted. Someone mentioned they could patch the game to remove restrictions. If R doesn't let me get an ENB and real cars, I'll be extremely dissatisfied.

The ENB expert mentioned his mod isn't feasible at the moment. The situation remains unclear and likely won't function. It seems similar to GTA IV, where detecting a mod would block access to unmodified servers.
