You should definitely be able to run it. Based on your specs, it seems the RAM is the key factor. I've noticed more and more titles now require at least 8GB. After upgrading to 16GB, performance improved too. It's best to wait for an update for R* or invest in better RAM if you want optimal results.

Same problems occurred with 8 gigabytes of RAM. A RAM upgrade is necessary.
