I have researched this extensively, but solutions have been unsuccessful. This issue has occurred previously, though the cause was initially unknown and subsequently resolved spontaneously weeks ago. Recently, it has returned, manifesting as 5-30 minute periods of stable performance followed by 10-20 second drops to 10 fps. My initial system included 8GB of RAM, which I upgraded to 16GB without improvement. Adding an SSD and relocating games did not resolve the problem, nor did downgrading graphics settings – even at minimum levels, including resolution – which consistently produced the same result. I've learned that graphic options are irrelevant in addressing this issue. More recently, I suspect a driver or Windows update implemented sometime during the current month may be responsible, as the game’s previous stability coincided with this timeframe. These frame drops are significantly impacting my enjoyment of the game and occur regardless of activity, including driving, flying, and stationary gameplay. Notably, these drops are also present in DOTA 2, suggesting a potential problem with Steam or GTA. I currently lack a diagnosis and prefer to avoid overclocking components.

My system specifications are as follows:
AMD fx-8350
MSI 970

Samsung Evo 860 1TB
Seagate barracuda 1TB 7200.14

Certain motherboards, particularly lower-priced models, experienced problems with 125W CPUs. Voltage regulator modules overheated and reduced CPU performance due to throttling, occurring unpredictably and inconsistently.

That is not an appropriate board for a 125W CPU. Monitor the CPU speed (GHz) using software like MSI Afterburner while gaming; if the CPU speed decreases simultaneously with a drop in FPS, you are likely being throttled by the motherboard.

I will attempt that today and provide feedback. If this occurs, I assume a new motherboard would be necessary to match the CPU’s performance. Consequently, building a new PC might be advisable. Consider a 3900X paired with a 2080Ti.

It’s a potential issue, currently just a hypothesis. If you wish to discuss constructing a new personal computer, I suggest initiating a separate discussion thread concerning that subject. Any monitor meeting your current build’s standards will likely require an upgrade to adequately function with a 2080Ti. It’s probably unnecessary to invest in a 3900x and 2080Ti.

My system clock runs at 4119 MHz until it drops to 1406MHz for a few seconds, causing my frame rate to drop from 60FPS to 20FPS. My load is between 50-60% and GPU usage is 45-50%, with RAM at 10GB and 15-20 Chrome tabs open. What should I do? Why did this stop happening for a week or two, even though I was playing the same game before and after?
