GPU utilization decreases, causing FPS to increase?
Hello, I'm experiencing some problems with my RX 6800 GPU. During gaming, I frequently notice a significant stutter lasting just a second. In HWinfo, the GPU usage decreases and power consumption drops as well.
I checked my FPS and found an average of about 120 fps in Wolcen, which resulted in 1% lows at 20 fps.
I attempted to disable the resizable bar, used DDU, and reinstalled drivers. The OS was freshly installed when I added the GPU, and I tried turning off SMT. Running Furmark and 3Dmark showed no performance drops, with scores of 9090 (Furmark) and 12965 in 3Dmark (15908 GPU 6331 CPU).
There was no thermal throttling; the GPU remained around mid-60s, and the CPU never went above 60%. RAM usage stayed steady even during spikes, at around 10GB while gaming. I'm using 1440p with freesync.
System details:

CPU: Ryzen 5 3600
RAM: 16 GB 3600 MHZ corsair vengeance LPX (3200 MHz due to motherboard)
GPU: MSI RX 6800 Gaming Z Trio

Unless you have a bigger collection of games showing that issue and benchmarks are stable, I’d focus on fixing stutter or lagging problems specific to each game. Toggling VSync on and off is frequently the solution, especially with Fallen Order where performance hiccups are common.
Sadly this occurs frequently across many titles. Star Wars, Wolcen, Temtem, Outer Worlds, Kingdom Come Deliverance – all exhibit these odd stutters. I’ve observed it mainly during gameplay events. For instance, when a door opens in Star Wars or when I execute an attack in Wolcen, the performance is flawless while stationary.
I'd begin by reinstalling the AMD Ryzen chipset drivers. Disabling MPO is often a helpful way to fix stuttering in Windows 10/11, something a Star Citizen friend with a 6800XT did, so I’d check how to do that. Make sure you're on the Balanced or High Performance power plan. Reduce the GPU clock speed floor in Adrenaline. This is just troubleshooting—test one thing at a time to see what improves things. If nothing helps, it might be a bigger issue and we'll try different approaches.
Yes, reducing the minimum frequency, though I should note that's not ideal on the priority scale. In cases where the minimum frequency is slightly too high, it leads to GPU frequency dropping because the clock/voltage targets can't align properly for various reasons.
