Using this small utility lets you turn off or enable core parking. It might help, but don’t expect a complete fix. The spikes resemble what I faced with my 7950 model. Try disabling core parking and see if it improves things. The issue is that Windows switches cores into parking mode too quickly, causing the CPU to get overloaded. A simple explanation, not a deep technical one. ;-)
