I'm facing a problem with my GPU while playing games in DX12. It shows normal FPS but the usage stays around 99% or 98%. In DX11, performance drops significantly and GPU activity fluctuates between 20% and 60%. For example, in Crowz I can be at 101 FPS with 98% usage, but then it drops to around 70% and causes stuttering. Temperatures are between 60 and 75 degrees. It seems unrelated to heat, anyone have suggestions? My specs are listed below and I've attached a screenshot of the AMD stress tests showing drops in power, clock speeds, and memory. The issue keeps happening even after reinstalling Windows 11 and updating drivers.

It's typical for DX12 to shift more processing to the GPU while DX11 relies more on the CPU. Your stutter might stem from various factors, but how often it occurs isn't clear.

This situation is recurring, for instance with Fortnite I can play in DX11 at around 40 FPS using about 60% GPU power, whereas in DX12 it runs near 100. I've checked the CPU usage during both times and don't think it's a limitation, since it isn't reaching high levels either. This also happens in Battlefield with the same setup. There are many videos comparing the same specs and seeing no such problem, which makes me think it might be related to Windows 11. I'm not certain if it's a GPU issue, but the attached stress test suggests it could be.
