They're mainly talking about a CPU issue, though I checked Task Manager and none of the cores are running at full capacity.

It's worth noting that having none of the cores at full capacity doesn't indicate anything significant, and I provided the reasoning behind it.

What resolution are you using? At 1080p, most CPUs except the R9 3900/3950 or core i9s won’t limit an RTX 2070 or higher. But you shouldn’t see stuttering—other problems might be causing it.
