Hi, when I play GTA V with all settings at maximum, I sometimes see below 60fps. My hardware includes an R7 2700X, an RTX 2070, and 16GB DDR4 3000MHz RAM. With these specs I should be performing better than this. In Task Manager there’s no indication any component is maxed out, and my FPS remains uncapped. It seems like a bottleneck isn’t the issue, especially since it happens in other games too. I recently reinstalled Windows, but that didn’t fix the problem.

CPU usage refers to how much processing power your system is consuming. High usage often indicates a CPU bottleneck, which can affect performance.

I verified the situation and two cores are displaying increased utilization, yet overall it remains near 60 percent.

You've got a 16-thread CPU, 100% will only show if all 16 threads are fully used. Pretty much no game can use more than 8, some less. A game that can only use 4 threads would only show 25% use, but still be CPU-limited. There's a lot of CPU power still available, but the game can't make use of it.

I placed Task Manager in the section displaying individual threads, but none of them reached maximum capacity.
