Hi. I'm observing a minor issue in GTA 5. My GPU consistently stays under 70% utilization (generally 60-65%) throughout play. It never reaches maximum capacity, which was normal before. Recently, when launching the game again, this pattern emerged. Although frame rates remain above 60 most of the time (80-100), occasional stuttering occurs during intense screen activity. Even when lowering resolution, the frame rate doesn't improve. CPU performance is stable. I've used WD2 and R6S drivers; in other titles they cause GPU overload. It's possible this is due to my system or the game itself. My specs are: i7 4790K, stock speed, 16GB DDR3 at 1600MHz, Sapphire Nitro RX 480, 4GB RAM, 500W PSU. I've also got the latest AMD Relive 17.11.4 driver installed. This behavior appeared even before the update. Any insights or recommendations would be appreciated. Thanks for your help!
CPU load staying below 100% doesn’t always mean it’s not a bottleneck, but your other suggestions seem strong. I’m not sure what’s behind this, but I’ll share the usual fixes: make sure your drives are current, reinstall DDU if needed, verify the card isn’t throttling temperature (check photos), and reset graphics settings in the game—GTA V is known for strange bugs.

you might still face a CPU limitation even with just 10% utilization... since performance depends on various factors, not everyone would be using 20-core processors. I question if anyone could achieve full GPU intensity in that poorly optimized title—it's a port, but it's not ideal.
