I upgraded my system with a new RAM module (3200mhz), a fresh power supply (850w), and a new GPU (4070). The PSU seems to have resolved the stuttering issue, and the frame rate now feels more consistent (144fps no longer feels like 30-50). Still, I struggle to keep a steady frame count in games even after adjusting settings. For instance, TF2 runs smoothly at 144fps only when there’s minimal activity, then it drops to around 80fps. The only pending fix is my CPU. What I’ve observed so far is that when I boot into Windows and hover over the wallpaper icon, both the icon and the background turn black. This might give clues for troubleshooting. In the Intel Performance Monitor, I see frame times around 13ms during intense gameplay while the GPU handles the workload at about 1ms. Regarding the motherboard, it only supports PCIe Gen 3 (AB350 Gaming 3), but I’m unsure if that would affect performance negatively.

I turned off the issue in the NVIDIA control panel and within the game, but something new is happening. I adjusted my BIOS and turned on the resizable bar plus auto boost clock. Now the black background is impacting apps and my computer is freezing when I use too much power. I reset the BIOS still and the problem continues; I also see artifacts on my desktop when launching programs like hwinfo. My temperatures are being tracked with hwinfo, but they never go above 50°F for either the CPU or GPU.
Your RAM operates at 2133MHz. The memory controller and infinity fabric are also isolated. It seems there may be an issue with the components. Which RAM model did you receive?

Programs would crash often. When I tried TF2, it showed similar freezing and crashes. The monitors would flash black during updates or minimization. Interestingly, resetting the BIOS didn’t solve the problem since it happened only after I changed those settings and then reverted them.
