The 300MHz frequency seems unusual, but GPUs don't always reach their full potential under load, do they? Have you noticed any lag in games?

Did you adjust the power settings on Windows before this problem occurred?
What information appears in GPU-Z: PerfCap Reason to help us understand the issue?
Could the limitation come from manufacturer settings? If so, which brand does your GPU belong to? (I’m thinking HP or DELL prebuilt models)

I only changed the power settings to turn on the high performance plan. The GPU status shows the perfcap reason as power, which seems odd since it’s using 250 watts when idle. I assumed removing the afterburner might help. The manufacturer is MSI, so I thought uninstalling could resolve the issue.
