Hello, I'm unsure about what to do. The GPU is fully seated in the correct PCIe slot at the top, but it doesn't perform any tasks when running a game—it just stays at x4.

Motherboard and CPU? Was this card previously owned or is it used? Usually, if the motherboard isn't set to a specific mode, it's likely a hardware issue. This could involve the video card, CPU, or motherboard itself. If you're experiencing any other issues with a different video card, that would be the best starting point.

This card has been with me for a long time now. The new mobo is fresh, while my CPU is only a few months old. I don’t have another GPU to try, unfortunately. My mobo is an Asrock z790 pro rs with stock settings, and it runs the i9-13900k.

Well that implies it's not a setup since Intel 600/700 series boards have x8/x8 splits. Without replacement components, the only option would be to remove the graphics card and reinsert it if needed. You might also attempt using the card in another system, of course.

Is the system's firmware completely current? A recent update for the CPU microcode and/or compatibility patches might resolve the problem.
