Lately with games that allow high FPS, my GPU and CPU aren't reaching full capacity. Previously I never faced this issue. In Warzone my GPU stayed at 95-100% most of the time, but now it drops to 50-80%. Your setup includes an RX 5700 XT, R5 3600, MSI B450, 16GB DDR4, and 3200MHz.

Some games aren't fully leveraging your system's capabilities, and others run too lightly on hardware, barely utilizing the CPU and GPU. It's less common but possible that factors like a slow hard drive or internet connection are limiting performance.

It functioned well before. Now in Kingdom Come Deliverance I’m seeing only 40-50 frames per second, while my GPU is at 40-80%.

If the machine's software hasn't been restricted, then stable performance isn't something you should expect. With drivers and Windows frequently updating, plus the game changing often, consistency depends on many software elements. To rule out software as the problem, you'd need to restore the machine to its original software setup. Otherwise, it becomes hard to confirm if hardware is actually faulty.
