Thanks for your support. It looks like the FPS problem was resolved by adding a mod from the workshop and disabling V-sync. Now I'm seeing 55-60 fps and everything runs smoothly! The GPU usage is around 39%, but it stays near 57-59°C all the time. This seems to be a separate issue, so I'll create another thread about it.
It's mainly about the CPU usage in Cities Skylines. Those stats look typical for the game, and unless your system handles other programs well, there shouldn't be an issue. With continuous operation, are you referring to real-world usage as well?

It seems you're looking for the modding method used in the game. The process might be helpful later on. Your older system worked fine before, but around mid-2019 an update made it unplayable. It would happen 2-3 times per minute with severe slowdowns, stutters, and long slideshows—making scrolling nearly impossible. Everything else stayed the same, so the issue was tied to Cities:S. I haven't played a fun city builder since then. Feeling a bit down, but I picked up Caesar 4 last year. It's okay and worth trying, though it doesn't match the style, mechanics, or transportation management you enjoyed before.
Hey there, that's the C: level for you. It's essentially a CPU challenge. I believe it was around when they made some big changes to shaders, and suddenly half the players had to upgrade. The game really needs quick CPU performance, then fast RAM (plenty of it), and finally fast storage.
