I discovered the issue stems from CPU cores dropping to 1400MHz. Possible solutions? I shared my experience a few days back: FPS fluctuates every 5-10 minutes, dropping from 60 to 20 and lingering for about 20 seconds. Even after replacing the CPU and adding more memory, it still occurs. Temperatures are normal, with CPU max at 50 and GPU at 63.

Here are some alternatives you might consider:
1) Check for an 'eco' or energy-saving setting in the BIOS or a physical switch on the motherboard; if present, turn it off immediately.
2) Replace the RAM and test a different slot on the system.
Note: GTA has known issues with performance problems like stutters—consider disabling the overlay feature and using CPU-Z for monitoring.
You may also run a stress test such as CPU burner or IBT to determine if the issue is specific to GTA.

I turned off all energy-saving features. I also disabled Turbo Core, which at least didn’t cause the drop in MHz. However, when streaming GTA V with OBS, it still happens. The CPU temperature remains low. I’ll attempt to use the CPU burner next.

Additionally, CPU Burner reaches maximum temperature at 50°C as well.
