I attempted both methods and it doesn’t appear to significantly affect stuttering—just eliminates screen tearing in certain games. Regarding the monitoring software, I haven’t tested it yet. I’ll share an update once I’m back home.

I faced the same problem and fixed it by reseating the CPU cooler with new thermal paste. The main reason for stuttering was the cooler not making good contact with the CPU. High temperatures led to throttling, creating a bottleneck. Ensure proper airflow by adjusting case fans or using a better case. Removed the GPU, cleaned both PCI-E slots and the card, and tried again. Check this thread to see if it worked.
