I've noticed some YouTube creators getting 1.5 volts on a GTX 1060, but it's unclear how they achieve that since the max voltage they receive is below 1.1. How can they reach 1.3 or 1.4?

I don't believe you understand what I'm discussing. The GPU tweak can't go beyond 1.1 volts, and I want to reach 1.3 volts like world record players do.
If that's what you're after... forget about the warranty of your GPU.

Concerning voltage, most OC software for GPUs has a voltage cap, but some advanced overclockers use special versions of these programs that permit higher voltages than typically allowed.
