Gpu Overclocking Issues
I chose to boost my laptop's GPU (Nvidia GTX 970m) by adjusting only the memory speed and core clock with Evga PrecisionX. Everything remained stable and performance improved noticeably. However, Hwmonitor reported a core clock of just 540 MHz, while the benchmark showed around 1083 MHz. Which measurement is accurate? Also, another YouTube user with the same machine (Sager NP8651/Clevo P650SE) managed to overclock the core clock by about 500 MHz and memory by 544 MHz without major issues, but performance dropped after +50 MHz core clock and +99 MHz memory. I reset all settings to defaults for safety.

Have you checked a test at default versus one with oc settings?

Alright, I get what you mean. Clearly one is incorrect, so let's ignore that and focus on your score with the default settings. Both should display 540. Then we'll compare that with the oc score. If they match, your HWMonitor is accurate. If not, it seems HWMonitor isn't interpreting correctly. The score difference will be small but noticeable. That's all I have. Or you could try other apps that check GPU or GPU tests—like 3dmark06 and Passmark performance test. I think 3dmark is more demanding in terms of graphics.
Have you checked the results from a test run with default settings versus one using OC adjustments? Look at this image...
