Hey there, your GPU seems to spin nonstop even when idle. The GPU-Z report shows it sometimes hits 750,000 RPM or more, and other times it doesn’t show anything at all, which makes me think there might be an issue. Take a look at the Fan 1 Speed graph and how it fluctuates over time. This chart displays the actual fan speeds (though it might not be exactly 750k). The same pattern shows in MSI Afterburner, with even higher readings. A close-up audio clip of the GPU when RPM spikes is available as GPU Loud Fan.m4a. I’m a bit confused about which fan is Fan 1 versus Fan 2, especially since your setup has three fans (Asus ROG RTX2080 Ti).

Don't worry about it. Take out the cooler and look at the board for any burnt or damaged chips. Your controller could be completely dead.

GPU performance? Usage stats? No fan running? A 750,000 RPM is unrealistic, probably a mistake or misinterpretation—GPU fans can't spin that fast, just like a motorcycle engine doesn’t reach such speeds.

I don't understand if it's running in zero fan mode. On the Aorus Pro motherboard, the settings display only these fans: CPU Fan/Opt, System FAN 1-4, and System FAN 5-6 PUMP. Apart from that, the GPU temperatures are shown in the images you shared. The usage is mostly idle (under 10%).

Perform a fresh installation of GPU drivers using DDU. The graph on the afterbuner shows only a brief fan speed increase, which is typical. My GPU behaves similarly, but it never enters fan mode.
