I've observed a minor drop in performance from my GTX 1070. Could you analyze the screenshot of me playing GTA Online and let me know what might be limiting it?

The corsair VS series isn't the top choice, it's just tier C... Have you already checked how it performs compared to other similar models?

I assume the system doesn't have GTA installed on the 120GB SSD, and with just 8GB of RAM I wouldn't expect such performance.
You should be satisfied with 51fps given the specifications and age of the base unit.
Also, lower the settings if you prefer faster operation; otherwise, I'll be quite disappointed running it at full capacity.
