You're experiencing intermittent GPU issues in Hitman Agent 47, with MSI Afterburner showing high usage that briefly drops to zero. This happens across different video settings and on both DX11 and DX12. Your system specs (Intel i5 6600K, 16GB RAM, R9 390, drivers 16.150.2111.0) suggest the problem might be related to driver configuration or background processes. Checking for updates, disabling background apps, or testing with a different GPU could help.

Yes, track your video memory, CPU usage, hard drive activity, and RAM status. It checks periodically or at set intervals. It also reports where issues occur. You can turn off the shader cache in the Radeon settings. Have you adjusted the overclocking settings? Also, can you see your system temperatures?

I've eliminated overclocking—it occurs unpredictably across different areas. Turning off the shader cache didn't help. CPU utilization stays between 60-75%, temperature around 65°C, disk activity minimal at 1%, RAM usage 2GB, GPU temps near 90°C, GDDR usage 2807MB.
