The system doesn't seem to be utilizing the graphics card properly. Are the HDMI or DP cables properly attached to the video card?

All of them are linked to the GPU. The same issue is occurring with my 6700xt.

Enter the BIOS setting for bios priority to utilize the GPU. Locate the "Integrated Graphics Configuration" or comparable area within "Advanced" or "Chipset" options, and choose "Initiate Graphic Adapter" to "PEG" (PCI Express Graphics).

I deleted 9070xt drivers and added 6700xt. No modifications were made.

it seems the motherboard or power supply ID is what's being identified, personally it's the power supply. you might also try setting the BIOS to default and check.
ensure there are no HDMI or display cables connected to the motherboard.
only one single HDMI or display port should be connected to the monitor, and test if it boots.

Connect two distinct 8-pin cables from the psu or utilize two connectors on a single cable?

I have an extra mobo and PSU that I can try. But the PSU is 750W will that be okay? I plan to do these tests tomorrow and if for any reason one of them works I will just RMA unfortunately. If I used my 9070xt on the 750W, do I still need to use two separate PCIe cables? And does plugging and testing my GPU on that power supply can damage the card?
I will test them tomorrow since it's 12:01 AM here. I hope to see the tests and results tomorrow and get back at you guys again. Thank you very much for your help and patience.
