I think adding another fan at the bottom would help improve airflow. The case seems to be a bit hot, with strong exhaust and weak intake pressure. If you don’t have a spare fan, try relocating the rear fan to the bottom and check if it makes a difference.

Personally, doing a repasting on the GPU will assist, but it won't solve all the problems.
I experienced thermal throttling and chose an AIO unit.
The DeepCool LS520 helped, but it didn't fully address the issues.
A MSI afterburner was used to adjust the fan curve.
Fans should run at 30 percent at 25°C, 50 percent at 50°C, 65 percent at 65°C, 75 percent at 70°C, and 100 percent at 80°C.
This setup works well for my 4070 Super when kept at 30 percent, and I usually run it higher due to extra headroom.

Remove the side panel from your case and game in that manner. If the card experiences cooler temperatures, it indicates an airflow problem within the case.

It might simply be due to room temperature or air entering through the case intake. Is it warmer in winter compared to when you purchased the card?

My case lacks a bottom fan slot, which means it won't function properly.
I tried that and the GPU's maximum heat dropped just 2 degrees.
I purchased a GPU in December, so it was winter even then. Still, the room feels cold.
As I mentioned before, when I used the GPU earlier, everything worked well. I was even surprised by its max temperatures reaching 74 degrees and fan speeds at 55%.
Unfortunately, things are getting worse over time.

Not always. The card isn't performing any tasks.
It differs from a CPU and its cooler, since part of the CPU stays active.
Also, what temperature reaches in a GPU hot spot?

From 110C, the hot spot is above the core limit, which is quite high. Letting more air in by opening the case didn't help much, so I believe the problem is deeper, possibly under the cooler cold plate.
