The problem began once I opened the case and cleaned it. There might have been a slight touch to the GPU, but nothing was removed. After turning on the PC, I noticed these brief -maybe 0.2 second long- coil whine noises, similar to a puppy barking. It seems to be coming from the GPU. I checked the side panel and moved the power cables, but found nothing. What could have triggered this and what should I do about it?

Likely an inductor becoming unstable within its housing and began shaking intensely.

A bit of coil whine is typical. Power supplies and graphics cards often produce it, particularly in high-end models. You could place the PC on a desk or increase the volume of whatever you're using to mask the sound.
